Housing Injustices



I am exercising my rights under 24 CFR 982.456; a tenant who formerly lived on Cinnamon Run properties. I endured harassment and duress while I exercise my rights against the landlord's fabrication. In addition, violated HUD's rules by charging me extra rent and fabricated on documents (court) that I breach my lease. I have valid proof of these immoral acts that was maliciously intended to harass me because I complained about my living conditions. The landlord wants me to pay his legal fees because I filed a court case against these oppressive actions.

A HAP contract was signed by the landlord, PHA and I in regards to the (24 CFR 982) federal rules and regulations. I have a right to exercise my rights without fear and intimidation tactics.

This is what they call "FAIR HOUSING" in Montgomery County?

Apartments is the same management at Pepper
tree Farms Apartments. 

No one has a conscience but will "lie" to defend
that people should live this way.  Have an 
issue to interact with all kinds of people?

These are the reviews you need to read before
you move in. MD Fair Housing, Landlord and 
Tenant Affairs, HOC and the Courts support these 
apartments and I believe that they don't care 
about the people who lives there. MCPD officers
warn me about living there! I had to get a camera 
to protect my property and apartment
couldn't keep maintenance out of my house!
Maybe because it's about the "revenue"$$$$$$! 

I was "lied" against because I complained of criminal
behavior, housing conditions and harassed because
I complained.

Check out why the tenants are treated this way? 
Maybe Because....
* Income classification?
* See who are the residents that live here - 
Race classification?
* Subsidized Residents, senior citizens 
or barely moderate income?


Is that why they protect the landlord?
People deserve to live like this?
What happen to integrity? Not important anymore?

Peppertree farm, 2013. Still a NO.

Lived here for about 2 years.

I was tricked to stay another year because i asked to transfer apartments (charged me $500 transfer fee) and they said I was obligated to renew contract.

***Noise: a lot of it due to thin walls and sealing. You hear people walking because the sealing wood cracks every step (really annoying at 2:00 AM). I cannot say this enough, there is a lot of noise from the sealing just from people simply walking (if kids run, its 10 times worst or if something is dropped). You also hear them talking (clearly) and when the bed shakes at night. I honestly don't blame the people above us because they are just walking. it's the apartments complex itself that sucks. The drain pipes make a loud hissing sound as well as the laundry pipes. 

-Utility: you pay all utility including water (it gets expensive), sewers, heat/AC, gas and electric , etc

-Office Staff: unprofessional, condescending and arrogant. (they lie to your face). They shut off water supply without notice. 

-Managers: Racist, unprofessional, they also lie to your face too.

-Parking (free): Cannot find a spot next to your apartment after 6 PM ( long walk back to apt)

-There is mold on walls.

-Play ground: Meant for 1-6 year old but kids age 13 and up hang around there in large groups.

These are the pests to expect INSIDE your apartment (from personal experience). We kept the place clean as can be. I even bought spider spray, mice tapes, and roach killer a few times from my own money.

Expect to see:
-Mice: (a lot of them come out at night like they own the place). Big mice tapes don't work on them, they eat the bait and escape most of the time. 
-Roaches: Roach killer works for 2-3 weeks then they come back
-Crickets ( a lot of them), not sure how they keep coming in. Woke us up a few times at night because they were cricking in the room. 
-Slugs: They enter through the heat/AC door.(basement apartments)
-Spiders ( a lot, depending on season)
-Scorpions looking yellow bug with many legs on it
-Mosquitoes 

Safety was never an issue for us. Except that 1 time around 7/2012 when an apartment section was burned down and closed. 

This review was based on living in 2 different sections of peppertree farm.

I don't recommend living here.

Cinnamon Run Properties (Home Properties)

I am a Housing Choice Voucher tenant, my tenancy is govern under 24 CFR 982 federal rules and regulations; as I formerly reside at Cinnamon Run Apartments. Under duress and harassment, I left my home because my landlord fabricated that I violated my lease, harassing and falsely accusing my visitors, and violating the HAP contract. I was treated as a prisoner in my own home because I am a HCV participant while my visitors were stereotyped, initiated by the landlord, (black males) had to live off my government subsidy. However, one visitor who is my eldest brother married a devoted father and grandfather, have his own home, work for the federal government & military (served in Iraq), another visitor who is married, children and work for Maryland University and lastly another visitor who is a son of a Diplomat, enrolled as a college student. My character was defamed by my landlord in writing that I sublet my apartment and disturbs the peace on a notice to vacant on 4/27/12; I had to file and was granted a peace order against an intoxicated resident cursing and threatening me in front of children at my balcony window (Please watch video below) The landlord identified the son of the Diplomat as the unauthorized tenant stereotyping an innocent visitor causing an unwelcoming environment.  I experience negative violent gang activity near my vehicle, my apartment failed inspection, threats, intoxicated tenant shouting obscenities at my balcony window (in-front of children) which I had to obtain a peace order that was granted by the District Court of Maryland. It's my belief that this case deals with stereotyping and racial profiling against my guest who are non-violent black males.
The landlord proceeded with these false allegations against me to maliciously defame my character as a HCV participant even though I am a bachelor's degree recipient, former Housing Commissioner, housing advocate, SJ Coordinator for HUD Tenant Coalition, Inc., created and Chairman of the Section 8 RAB Board and created a non-profit organization. I was formerly trained by HUD professionals, State officials, professors and other trained tenant advocates, "Why would I jeopardize my voucher? In addition, the landlord reported and sent out correspondence that I breach my lease to defame my character and this is the beginning process of fraud that could cause me to be fine, off the program or imprisoned which I never done any illegal activity in my 45 years of my life. This became a serious actionable offense that the landlord would maliciously and fraudently accuse my guest and I; because of his own personal stereotypes and racial profiling actions. Everyone knows that there are an illegal immigrants living on this property especially through out Montgomery County which consist of overcrowdings however the government overlook these issues for voting purposes and private interest.
HUD administers Federal aid to local housing agencies such as HOC that is intended to implement housing assistance programs for low-income residents. The HAP contract is an agreement from HOC and the landlord on the behalf of the family (me). The program is governed under 24 CFR 982 and form HUD-52641-A (attached to my lease agreement); that the owner must abide during my tenancy on Cinnamon Run Properties. The landlord refuses to abide with the HAP contract (24 CFR 982.455.310) however desire to charge me supplemental rent which violates the tenancy agreement, I was never evicted and the landlord knows that HOC pays my rent until I receive such eviction notices. I never received an eviction notice because I moved under duress and harassment because of the landlord. The HAP contract expressly prohibits landlords from requiring tenants to pay rent in excess of what is authorized by the HAP contract. This represents the False Claims Act towards persons whom the HCV program designs to serve that violates such actions under 18 USC 287, 1343, etc. I paid what I was contracted to pay however the landlord is searching for supplemental payments for profit refusing to acknowledge the HAP contract and 24 CFR 982 that governs the HCV program and processes governance.
After some of these landlords believe that we should live in violent and crime areas; if you complain in Montgomery County you are retaliated against, public opinions don't matter in this county.

Cinnamon Run Apartments - Home Properties - Social Injustice- Mont.- County: Violations 24 CFR 982. 456

I reside at the Cinnamon Run Properties and dealt with quality of life issues for a year in a half. I communicated with the management and they ignored my request therefore I went to agencies for relief. My car was vandalized (over $500.00 damages) on Cinnamon Run properties March 18, 2012 thereafter I was sent an email from Landlord and Tenant Affairs office on March 27, 2012 that the owner wants me to move and will pay for the move. The landlord never responded back to the agreement (he made) then decided to fabricate on me (innocent people). On April 27, 2012, the owner decided to fabricate on a "notice to vacat" stating that I was subletting my apartment and disturbing the peace. This is a violation against program rules that could have led me to prison term or a fine up to $10,000.00. (The landlord wanted me with a record to destroy my future endeavors as a college student!) Even though, I have letters from agencies that the owner denied these "notice to vacat" allegations (that is on paper) however in court proceedings the owner fabricated and kept this story with the intent to misrepresent the facts in the Court of Justice. 

I believe that capitalism does exist in the State of Maryland, that "lies" can be brought by a price to cover injustices. For the common people in Maryland that complain you are discredited, retaliated  and harassed by the 1% (powers). Through these experiences, the State of Maryland and the District Court System (believes that capitalism is important than people) refuse to accept the federal mandates for tenants that consist of violating a person rights is unethically wrong and bias. I had to create blogs to expose these injustices and to continue to exercise my rights. Federal money shouldn't be used for profit or gain to increase corporations capital or profit. These violations that occurred against me, I have a right to redress government."It's within my right or remedy against the owner under the lease between the tenant and owner, including the enforcement of the owner's obligations under the tenancy addendum (which includes the both HAP contract between the PHA and the owner, and in the lease between the tenant and owner)" 24 CFR 982.456. The owner violated the HAP contract striving to extort money from me to pay for extra rent that isn't under the terms and agreement of the HAP contract violating 24 CFR 982.455, 310. I am exercising my rights in the Maryland District Court system to expose these vicious fabrications from the owner  while the owner wants me to pay his legal fees for harassment. He believes that I am harassing him by taking him to court to prove he maliciously defame my character that I sublet my apartment and disturb the peace. A big corporation such as Home Properties striving to extort money from a college student on the subsidy program is greed and immoral ( RE: Politics today) for profit gain. (As a minority and a woman, injustices comes easy in these sort of cases).


The owner fails to realize that low and middle income persons have a right to grieve the government like anyone else (Violation of 24 CFR 982.456). My complaints went to politicians, agencies and MCPD. The disease of retaliation is popular in these areas, no accountability or resolutions. I discovered in my research that Maryland is high on corruption against the common people who expect justice.The owner violated and breach the terms of the federal contract under  24 CFR 982.453. I didn't breach the terms of the lease however there should be some accountability from the State of Maryland to stop these sort of practices against tenants. I find that truth isn't respected or uncommon and it's based it on stereotyping individuals from seeking proper justice. Why these Corporation aren't held accountable for their actions?
